Why this page exists
The I Belong Programme was restructured as from 15 June 2026 to focus on the single I Belong 100-hour Cultural Orientation course, and official guidance can still change with little notice. Rather than silently editing pages, we record substantive content changes here, including status changes and newly discovered figure discrepancies, so returning readers can see what is new.

Read Identità's Form L (version 2.1, dated 18/08/2025) and added what its application and renewal checklists say to the Long-Term Residence roadmap, including where they differ from Identità's FAQ: the scope of the travel list, when originals are presented, whether the six-month decision period can be extended, and which documents renewal needs. Also stated on the page that the 14 June 2026 course figures could not be re-checked against any current official page, because the older servizz.gov.mt description no longer loads at its former address.

Added a Long-Term Residence roadmap to the Long-Term Residence page after re-reading Identità's Long-Term Residence FAQ and the Human Rights Directorate's I Belong page in full. It now sets out, as Identità describes them, the five-year continuous-residence rule and the absence limits, the statuses whose time does not count, the resources requirement, the integration and Maltese-language requirements, the document set, the online application and fee, processing time, the approval and refusal routes, renewal and the grounds for losing the status, and flags two points where the Identità page reads inconsistently (the appeal period and the renewal timing). It is a summary of Identità's page, not an application checklist.

Re-checked the seven I Belong study topics against the Human Rights Directorate's I Belong page. The topics now describe the 100-hour Cultural Orientation course and the transitional Stage 2 arrangements in the Directorate's own terms, no longer say the course tests particular content or call the earlier language courses discontinued, and treat the CEFR A2 material as an optional learning reference. Unsourced cultural generalisations, prehistory comparisons, historical interpretations and several Maltese phrase and grammar errors were corrected or removed, the origin of Maltese is now described as developing from Siculo-Arabic, and the practice questions were reworked to match. These topics now show a review date of 2026-10-01.

Re-checked every claim on the Login page against the Human Rights Directorate's I Belong page, the Government of Malta e-service page its registration link opens (read on 2026-10-01 without signing in) and the Directorate's contact page. The page previously said there is no public I Belong login or self-service portal. That was wrong: the Directorate's registration link opens a Government of Malta page that asks you to choose a sign-in method (Maltese Citizen/Resident eID, EU National eIDAS, CORP, iLearn Account, Self Registration or Social Media Accounts). The page now says so, links that official page with an explicit label, and describes nothing beyond it. It also no longer refers to a Stage 1 pause or says who administers the programme. The page now shows Last verified 2026-10-01.

The telephone number, the I Belong Programme and general integration email addresses and the Paola address are unchanged. The page no longer says the programme is run by the Integration and Anti-Racism Unit (the Directorate's I Belong page names the Unit for further assistance), no longer describes what the programme email is for, no longer promises that the contact page always carries the current details, no longer refers to a Stage 1 pause, and now says only that the contact page lists no opening hours. The page no longer says the New Course is the route open to new applicants or that only Stage 1 graduates could apply before 15 June 2026: the Directorate lists either certificate, and only the older servizz.gov.mt page still lists Stage 1 graduates. The office and Servizz.gov hub channels and the 8/5/5/5-day timeline are now stated as coming from that older page, which has not been updated for the restructuring. An unsupported step-by-step summary was removed from the page's structured data.

Corrected a claim that all the relevant documentation is required within twelve months: Identità ties the one-year limit to the I Belong certificate only. Stopped presenting a 170-hour total as the Directorate's current structure: the two earlier figures add up to 170, we cannot establish whether the Directorate itself published that total, and it is not on its page today. Removed unsupported wording that Stage 1 will not reopen, and stated that the Stage 2 page publishes no intake dates. Both pages now show Last verified 2026-09-29.

Published a new page, /maltese-language-and-culture-course, answering the question the guide left open since the 15 June 2026 restructuring: where do you actually take the prerequisite New Course on Maltese Language and Culture? The page reproduces Jobsplus's official "List of Approved Providers updated on 15th June 2026" — 27 providers, each with its approval date — sourced directly from the Human Rights Directorate's own "here" link on its I Belong page. It also states plainly what official sources do not yet publish: no fee, duration, MQF level, or enrolment channel for the course. Added one-line links to the new page from /stage-1, /how-to-apply, /courses, and /eligibility, and catalogued the Jobsplus PDF in the source registry — noting its URL is edition-specific and should be re-resolved from the Directorate's link on each future check, since an earlier 10 April 2026 edition already sat at a different filename.

Corrected a claim on the Stage 2 page that had survived the 15 June 2026 restructuring: it still said that only Stage 1 graduates could apply. Re-read directly on 2026-07-22, the Human Rights Directorate publishes an either/or prerequisite — applicants must hold an "I Belong Stage 1 Cultural Orientation certificate or New Course on Maltese Language and Culture certificate", alongside a valid Residence Permit, Asylum Seeker Document or CIO Document issued by the Maltese authorities. Because Stage 1 Cultural Orientation is discontinued, the New Course on Maltese Language and Culture is the route open to new applicants, and the old wording wrongly implied they were shut out. The same page's University of Malta / MCAST delivery attribution is now dated to the pre-restructuring wording rather than presented as current, because the Directorate's page no longer names a delivering institution for the 100-hour course. Also added a new How to apply page covering the published application channels, the processing timeline published on the servizz.gov service entry (vetting 8 days, assessment 5, approval 5, delivery 5), and the Directorate's caveat that submitting the form "does not guarantee eligibility, acceptance, enrolment, or access to any course" — a caveat that now lists costs among the things subject to arrangements in force, while no fee for the course is published anywhere. The servizz.gov entry is newly catalogued as a source for application mechanics only: its eligibility and course-structure content is still pre-15-June and is contradicted by the Directorate.

Verified directly via the official Human Rights Directorate I Belong Programme page that the programme was restructured as from 15 June 2026 to focus only on the single I Belong 100-hour Cultural Orientation course (formerly Stage 2 Cultural Orientation). Several courses are discontinued as from that date: the Foundation Courses, the I Belong Stage 1 Cultural Orientation (replaced by the New Course on Maltese Language and Culture developed under the Malta Labour Migration Policy framework, which is now the prerequisite for the 100-hour Cultural Orientation course), the I Belong Maltese Language and English Language courses at MQF Level 1, and the I Belong Maltese Language at MQF Level 2. The MQF Level 2 Maltese Language course is now offered only to applicants who applied before 15 June 2026. The earlier "Stage 1 applications paused for restructuring" status is now superseded by this concrete restructuring, so the guide reframes the applications-paused, eligibility, homepage, and Stage pages accordingly. The previously documented 100-vs-170-hour Stage 2/Long-Term Residence figure discrepancy is now largely resolved, because the Directorate's page itself now describes a 100-hour Cultural Orientation course; the guide continues to note that the Directorate no longer publishes a numeric pass mark and that the 75% figure comes only from Identità's LTR guidance.

Re-checked the Human Rights Directorate I Belong Programme overview, the Human Rights Directorate contact page, and Identità's Long-Term Residence FAQ directly. The I Belong Stage 2 vs Long-Term Residence figure discrepancy remains: the Directorate still describes two Stage 2 courses totalling 170 hours, while Identità still describes the Long-Term Residence certificate requirement as a 100-hour I Belong Integration Course with a 75% final exam score. The earlier HRD contact-page access caveat has been removed because the page is now directly verified. The reforms.gov.mt Stage 1 and Stage 2 pages still return only a page title and site shell in automated fetches, so their content remains due for direct re-check when readable.
