Long-Term Residence checklist for Malta: are you ready?

Last verified:

Direct answer

Can I apply for Long-Term Residence?

Only if you meet all seven requirements below. Answer each one. The page shows what is missing and what to do next.

Your answers stay on your phone. Nothing is saved or sent. This is a self-check, not a decision: Identità decides.

1. Have you lived in Malta legally for five years or more?

Count from your first regular residence permit, such as a single permit. Student, seasonal-work and temporary humanitarian permits do not count.

2. In those five years, was every trip abroad six months or shorter, and were you away ten months or less in total?

Count every trip outside Malta. Your passport stamps and flight bookings help.

3. For the last two years, was your declared income at least the national minimum wage?

Add 20% of the minimum wage for each family member. The income must be declared to the tax authorities.

4. Do you have the I Belong 100-hour certificate, passed with at least 75%, and less than one year old?

It must be under one year old on the day you apply.

5. Do you have a Maltese language certificate at MQF Level 2, passed with at least 65%?

This is separate from the I Belong course. It has no expiry date.

6. Do you have the housing papers?

A warranted architect's certificate for your home, and either your signed lease with the Housing Authority approval letter, or your purchase deed.

7. Do you have health insurance for you and your family?

Most people need a private policy. If your social-security contributions exempt you, you need proof from the Entitlement Unit.

If you are not ready yet

  • The slowest part is usually the courses. Start the Maltese course and the I Belong course early. Identità warns that booking them can take time.
  • Under five years? Write down the date you reach five years. Keep your trips abroad short until then.
  • Not sure about something? Ask Identità before you pay the €500 application fee.
  • Why it matters more from 2027: Long-Term Residents are exempt from the new bus, childcare and driving-licence charges announced in Budget 2027. See what Budget 2027 changes.
